The administrators
Your receipt says Home Depot; your claim is decided by SquareTrade, an Allstate company, under a structure the industry filings spell out: obligor CE Care Plan Corp., administrator SquareTrade Inc., underwriter Allstate Insurance Company. Knowing which company holds which role is not trivia — it tells you whose terms you're arguing from and whose regulator takes the complaint.
| Role | Who | Why it matters to you |
|---|---|---|
| Sold by | Home Depot | The store's name is on your receipt — and the store cannot decide your claim. |
| Administrator | SquareTrade, Inc. | Runs the portal, the phone tree, the service network, and the determination. Your escalation is addressed here. |
| Underwriter | Allstate Insurance Company | An insurer — which is why your state insurance department takes complaints about these plans. |
| Obligor | CE Care Plan Corp. | The entity the industry survey lists as legally on the hook for the contract. |

SquareTrade's standard US terms frame the no-lemon count as repairs within any 12-month period. Home Depot's own coverage page describes the same benefit as applying during the protection plan term. When a determination quotes the 12-month reading against you, the coverage page's words are your counter — quoted back, with your dated log. This is the single most technical argument in the Home Depot fight, and it is winnable precisely because both documents are published.
Escalations and complaints name the administrator (SquareTrade) for the determination, and the underwriter (Allstate) for the regulator file. The regulator page maps the doors; the era page carries the current rules in full.
